bulma-railsとはざっくりいうとCSSのフレームワークです。
Sassを使えるので、とりあえずよくわからない人や初学者は使いながらりかしましょう。

Gemfileに追記
Gemfileに以下を追記します。
gem "bulma-rails"CSSの拡張子を変更
以下のフォルダにcssがあるのでそれをscssに変更します。
変更前
/app/assets/stylesheets/application.css
変更後
/app/assets/stylesheets/application.scss
application.scssに追記
先ほど変更したapplication.scssに以下を追記します。
